Changes in Gender Roles (SEA)

In the current global mean stream, changes in gender roles in SEA become an inconvenient truth. Based on my culture, traditionally, I was taught that women have the responsibility to take care of the family’s house whole needs whereas men are considered as the head of a family. Besides, all parent’s belongings are inherited by only men whereas girls are considered to be married and stayed with her marriage family.

I personally think that because of such culture issues, men have to become more and more engage in business sectors since they will have to take in charge of the family’s necessaries after the parent die. However, this beliefs and tradition only remained and practiced in some families today. My personal opinion to these changes is that we are being so much influenced by western culture in many different ways. As an example of my culture, after the British missionaries enter to Kachin state in around 1813, many of our traditional beliefs, religion (ancestor worship) were changed and we become Christian.

Moreover, there are many NGOs and INGOs, doing the gender awareness education in Myanmar such as –Thingaha Organization, whereas mostly the teachings of which are taken from the western country (especially from some already developed countries) or the countries which have been practicing Democracy for many years. I think we, SEA countries are now just has begun to understand little knowledge of democracy and started apply them somehow in society. As I believe that democracy is strongly based on Human Right, if more people understand the sense of democracy, the changes of, gender roles will continue to happen in the near future. To me democracy simply means that all, we, human beings are equal in dignity. However, I think it would have to take time for the older generation to adapt with such rapid changes of Gender roles.

Inclusion, instead of saying “Change” , it would be more accurate to say “ Balance” , for the reason that the society tend to support or lift up women participation in society, but it does not means that men participation are slowing down. I do not see the changes as a bad thing since today younger generation are more and more educated and awake to cope with those changes. However, it would become a bad thing for society, if older and younger generations are not prepared to cope with the gap each other - because of different experiences, opinions, habit and behavior.

Obedience to Authority ( Brang Zet )

Introduction

Some people do just enough work, to satisfy the leader,( and do not contribute their full potential). The reason is, they are not happy with what they are doing, and are forced to carry out instructions even though they do not like them. Historically, obedience is essential for social organization, but obedience can also lead to chapters in history such as the genocide of Jews during World War II. We tend to obey (to change our opinions and judgment), when someone in a position of authority, instructs us to do so, even though we know it order can harm other people. Although, we might obey in some way, it does not mean that we are supportive of the instructions. Many times we obey authority because we don't want negative repercussions. We blindly comply, without questioning why? A Psychologist, (Milgram), carried out a study to try to answer the question of how far individuals would go with regard to obedience to authority. Milgram found that 65% of participants were willing to deliver the maximum level of shocks, inflicting server pain on total strangers .The purpose of my paper is to examine obedience to authority, from my perspective. I will discuss, explore and evaluate explanations as to why people obey authority.

To what extent obedience is necessary for a successful society?

Obedience is a primary basic element in the structure of social life, and a system of authority is required in all communal living. In a civilized society, it is necessary to comply with rules and regulations, laws and authority, cultural and religious expectations, in order to maintain order and harmony. Without obedience to authority, society could not function. Obedience is necessary for a successful society. The question is, to what extent should we obey? Should we obey harmful order? Milgrams’ studies is important as his experiment showed that people complying with orders, and are more likely to follow them when the person giving orders are nearby and are perceived as a legitimate authority figure (Myers, p.742). It has also showed that normal people are willing harm others, just because an authoritative person told them to do so. Most of participant hated giving the shocks, especially when the victim was objecting to them, yet even though they thought the experiment cruel, most were not able to decline or refuse. Inhumane policies may have originated in the mind of a single person, but they could only be carried out on a massive scale if a arge number of persons obeyed orders (Behavioral Study of Obedience). For example, in a class room, the lecturer asks a question. If most of your friends say, Yes, you are reluctant to say No, even though you think the ‘Yes’ answer is right .In this way, obedience becomes a tool that leaders use to gain compliance.

How far should people go to comply with authority?

We all know that military discipline and its’ effectiveness is built on the foundation of obedience to orders. Recruits are taught to obey, immediately and without question, the orders from their superiors, right from day-one. (US Military)Nevertheless, when we obey authority without a conscience, the consequences could harm society. As I have stated earlier, obedience to authority is necessary for any society to function. But the point, at which obedience to authority becomes dangerous, is when it harms other citizens. Therefore, we must not lose our ability to question; as this is the essence of democratic processes. If it meant hurting others, personally, I would say, “No” to authorities. I would not comply with authority, if I think it is morally wrong. To conclude, I think, to obey or not to obey depends on situation. If a legitimate order is given by authority, then we should obey. Military members disobey orders at their own risk. They also obey orders at their own risk. An order to commit a crime is unlawful. But, an order to perform a military duty, no matter how dangerous is lawful, as long as it doesn't involve commission of a crime.

Typically, when we look up to people, because of their accomplishments, their attitude, or any other personal attribute, we tend to give them more power over us. But leaders can be also wrong. Obedience is a necessary and desirable phenomenon.

In some cultures, it is taught to obey. In my culture, I was thought to obey my parents. We are trained from an early age to be obedient to authority .Biblically, disobedience was seen as a sin. Beside, when we look at the history of the German officer corps, they were trained in the most rigorous code of obedience. In the name of obedience, they were party to, and assisted in, the most horrific actions in recorded history of the world. Culture has taught us how to obey authority, Milgram remarks, but not how to disobey authority that is morally reprehensible. (Obedience to authority). History provides many examples of destructive obedience: the holocaust "Jewish problem" by the Nazis, The My Lai massacre during the Viet Nam war. We need to think critically and understand what we are being ordered to do. If you think that an order given by authority is morally wrong, you must dare to question it.



In conclusion
Stanley Milgram, demonstrated just how compliant ordinary people can be, when instructed by figures of authority. People follow directions of the persons with power, whether they agree with them or not. Some simply obeyed without taxing their conscience, and others obeyed, feeling uncomfortable, complying with instruction that inflicted pain on others. It became clear that people, no matter what profession, whether employed or otherwise, were employed at all were eager to please an authority figure. In summary, we should respect authority, but refuse to obey any instruction that challenges our sense of propriety, moral or ethical sensibilities.

WHO ARE THE KACHINS?

Kachins are Jinghpaw, Maru (Lawngwaw), Lashi (Lachit), Zaiwa (Azi), Rawang, Lisu (some books mention Yodwin) and five other sub-groups. These six major groups, including five other different sub-groups, are together known as Kachins. They have same traditions, customs, dialects and practices. Kachins originated from Central Asia (Ka-ang Shingra). They migrated from Central Asia via Persia; Tashkent and Sarmakand (Southern Russia); Mongolia; Huhethot, Kan Su, Tsing Hai Districts, Yalo Tsangpo of Republic of China. Then they were back to the Tsing Hai District (China) and landed to the place called: Chengtu (China). Then they finally migrated to the present occupied land called: The Kachinland. After migrating to the land, some of them strayed away to India (Singphos), China (Jingpos or Jinghpos, most of them in China speak Zaiwa) and most of the Kachins migrated to the Northern Burma: Kachinland. It is only about 2662 years old that the Kachins live in the present land. They were explorers, and were moving along the riverbanks where they could find fertile lands.

WHERE DO THE KACHINS LIVE?

Most of the Kachins live in their own land. They had a separate country before the British Rule, but then it became a part of Burma after the Rule. Total area of the Kachinland measures about 33,903 square miles, located between 23o-3' to 28o - 29' N Latitude and 96o - 99o E Longitudes. Kachinland is adjoining with Peoples Republic of China in the East, Democratic Republic of India in the West, Tibet in the North and Burma in the South. About 50% of the total area of the Kachinland are hills and mountains up to the height of 5,881 metres above the sea level. Kachinland is rich in natural resources. Jades and teak-timbers are the best in quality, and production of gold per unit area is the highest, in the world. The land is covered with undisturbed-natural forests. The rarest natural species like Black Orchids, White Pheasants, and golden fishes in the confluence of Mali and Nmai rivers are observed. There are mainly three seasons in the Kachinland viz., Yinam ta , sometimes also written as Lanam ta (Rainy Season), i.e., middle of May to middle of October; N'lum ta (Summer Season) is from middle of February to middle of May, and N'shung ta (Winter Season) starts from middle of October and ends in February. Annual Mean Daily Temperature ranges from 4 - 36 oC with 60 - 95% Relative Humidity. Hill cities, like Putao, have a very low temperature ranging from -4 to 18oC with low humidity. The uppermost part of Kachinland, including the most beautiful Plateau-city (Putao) falls in temperate zone. The maximum temperature of 40 oC was recorded in 1996. Annual rainfall ranges from 80 to 200 inches. More rainfall has been observed in mountainous parts of the land.


Myitkyina (is the capital city, estimated living about 4-6 million people including Non-Kachins (NKs.), Manmaw (Bhamo), Mukawng (Mogaung), Putau-U (Putao), Mohnyin, and Katha are the major cities of the Kachinland. International airport and the second largest station of Burmese railway are located in Myikyina. Ledo Road (some literature mentioned as Old StilWell Road) is connected to the world via China in the east and via India in the west. The Road is one of the most ever expensive ones in the world spending more than US $ 137 millions in some 1942 - 1944, constructed under the leadership of Gen. Stil Well. Captain E R Leech, Dr Ola Hanson, were some of the famous authors who wrote about the Kachins. Meanwhile, due to envitable circumstances of communication with the people, they could not mention the true to type of the Kachins. This book though not mentions about the Kachins in detail, it gives you true colours and real History of the Kachins in brief.

This is just a brief Introduction about the Kachins. The book: Kachins are Not Tribe, is yet to be completed due to complexity of Five or more Families. The research is done by the author et al with the due effort to support the statement while taking care of the word: Tribe. Strictly speaking, Kachins are not Tribe - they have their own Class with Five Ruling families viz., Lahtaw, Lahpai, Nhkum, Maran and Marip. Kachins originated from Ka-ang shingra and the civilization started in Majoi Shingra. Most of the Kachins and other workers understand that the Word Majoi Shingra as Mount Everest as it pronounces closely to it. The right pronunciation of the word: Majoi Shingra and its meaning for what we want is entirely different from what some of others think. Majoi Shingra for Mount Everest is a bit higher as in majoi tsun ai and Majoi Shingra for what is that not clear to us pronounces a bit lower in Majoi as in Lu Htoi or wan htoi. Thus, original place of the Kachins are not yet clear because of the gap of communication to translate Mungding Ga (Historical Words) spoken by ancestors of the Kachins. Ka-ang itself is clear, meaning: Centre while Shingra is difficult to understand at this time. Shingra, in other words, means nature or melancholy. The word melancholy is not applicable in terms of Anthropological view. Yet, there is another Mungding Ga: Majoi Shingra, to be translated. If the Word Ka-ang Shingra and Majoi Shingra is clear, the original place of the Kachins will be clear accordingly.

အဆိုပါ ကုမၸဏီႏွင့္ နီးစပ္သူ စီးပြားေရးလုပ္ငန္းရွင္ႀကီးတဦးက “ကခ်င္အထူးေဒသ (၁) ဥကၠ႒ ဦးဆခံုတိန္႔ယိန္းရဲ႕သား ယိန္းေဆာင္ ဦးစီးၿပီး မေနာေျမဆိုတဲ့ ေဘာလံုးအသင္း ေထာင္လိုက္တယ္။ သူေျပာတာကေတာ့ အျခား ေဘာလံုးအသင္း ေထာင္တဲ့ ဦးေတဇ၊ ဦးစိုင္းဆမ္ထြန္း၊ ဦးေဌးျမင့္၊ ဦးေအာင္ကိုဝင္းတို႔နည္းတူ စီးပြားေရးအခြင့္အလမ္းေတြ ရေအာင္လုပ္မယ္ ဆိုၿပီး ေျပာျပတယ္” ဟု ေျပာသည္။

ျမန္မာႏိုင္ငံကုိယ္စားျပဳၿပီး အေရွ႕ေတာင္အာရွႏိုင္ငံမ်ားတြင္ သြားေရာက္ၿပိဳင္ပဲြဝင္ခဲ့ဖူးသည့္ ျမစ္ႀကီးနားၿမိဳ႕ခံ အားကစားသမား တဦးက “က်ေနာ္တို႔ ျမစ္ႀကီးနားက အားကစားသမားေတြ တိုင္းနဲ႔ ျပည္နယ္ပဲြေတြ ရွိလို႔ ရန္ကုန္တက္ရရင္ေတာင္ ခရီးစရိတ္၊ စားစရိတ္ ေထာက္ပံ့မယ့္သူ မရွိဘူး။ ရန္ကုန္ေရာက္မွ ကိုယ့္ဖာသာကိုယ္ ဟိုလိုက္ေတာင္းရ၊ ဒီ လက္ျဖန္႔ရနဲ႔ အေတာ္မ်က္ႏွာ ငယ္တယ္။ အခု မေနာေျမဆိုၿပီး ကခ်င္ျပည္နယ္ ကိုယ္စားျပဳ ေဘာလံုးအသင္း ေထာင္မယ့္သူေတြဆိုတာကေရာ ကခ်င္ျပည္နယ္ အားကစားအတြက္ ဘာေတြ လုပ္ေပးခဲ့ၿပီးၿပီလဲ၊ ေငြေၾကးဘယ္ေလာက္ ေထာက္ပံ့ခဲ့ၿပီးၿပီလဲ။ ျပည္နယ္အဆင့္ လူငယ္ေဘာလံုးအသင္းေတာင္ မေထာင္ႏိုင္တဲ့ အေနအထားမွာ ကိုယ္က်ဳိးစီးပြားအတြက္ တႏိုင္ငံလံုး အတိုင္းအတာနဲ႔ ေဘာလံုးအသင္းေထာင္မယ္ ဆိုတာကေတာ့ ရယ္စရာပဲ” ဟု ေျပာသည္။

ျမန္မာေနရွင္နယ္လိဂ္ ေၾကးစားကလပ္အသင္းမ်ား ေဘာလံုးၿပိဳင္ပဲြကို ၿပီးခဲ့သည့္ ၂ဝဝ၉ ခုႏွစ္ဆန္းပိုင္းတြင္ စတင္ဖဲြ႔စည္း က်င္းပခဲ့ျခင္းျဖစ္သည္။

ယင္းအခ်ိန္က ေဒၚေအာင္ဆန္းစုၾကည္ ေနအိမ္ဝင္းအတြင္း အေမရိကန္ႏုိုင္ငံသား ဂၽြန္ဝီလ်ံယက္ေတာ ေရကူးဝင္ေရာက္မႈကို နအဖက ႐ံုးတင္စစ္ေဆးေနခ်ိန္ျဖစ္ၿပီး အဆိုပါအမႈမွ ျပည္သူမ်ား အာ႐ံုေျပာင္းရန္ ေဘာလံုးပဲြမ်ားကို ေငြကုန္ေၾကးက် မ်ားစြာခံၿပီး က်င္းပခဲ့ျခင္းျဖစ္သည္ဟု ေဝဖန္မႈမ်ား က်ယ္က်ယ္ျပန္႔ျပန္႔ ေပၚထြက္ခဲ့သည္။

ေဘာလံုးအသင္းေထာင္သည့္ သူေဌးႀကီးမ်ားသည္ ႏုိင္ငံျခားေဘာလံုးသမားမ်ားကို ငွားရမ္းျခင္း၊ ေဘာလံုးပဲြလာၾကည့္မည့္ သူမ်ားကို ဘတ္စ္ကားစီစဥ္ေပးျခင္း၊ အခမဲ့ လက္မွတ္ေပးျခင္း၊ တီရွပ္ ေခါင္းစီး အပါအဝင္ လက္ေဆာင္မ်ားေပးျခင္း စသျဖင့္ ေငြေၾကး က်ပ္သိန္းေပါင္း ေသာင္းႏွင့္ခ်ီ အကုန္အက်ခံကာ ဆဲြေဆာင္မႈမ်ား လုပ္ခဲ့သည့္အတြက္ ေဘာလံုးပဲြ အထိုက္အေလ်ာက္ စည္ကားခဲ့ေသာ္လည္း ဒုတိယအႀကိမ္အျဖစ္ ၿပီးခဲ့သည့္ႏွစ္ေႏွာင္းပိုင္း ျပဳလုပ္သည့္ ေဘာလံုးပဲြမွာ လူ မရွိသေလာက္ နည္းပါးခဲ့သည္။

ေဘာလံုးအသင္းေထာင္သည့္ သူေဌးႀကီးမ်ားမွာမူ ရန္ကုန္ႏွင့္ တိုင္းႏွင့္ျပည္နယ္ အသီးသီးရွိ ေဘာလံုးကြင္းမ်ားကို ကိုယ္ပိုင္ ရရွိျခင္း၊ ေမာ္ေတာ္ကား တင္သြင္းခြင့္ ရရွိျခင္း၊ မက္စ္ေဇာ္ေဇာ္ဆိုပါက ေနျပည္ေတာ္တြင္ ပရိသတ္ (၃) ေသာင္းေက်ာ္ဆန္႔ ႏိုင္ငံတကာ ေဘာလံုးကြင္း တည္ေဆာက္ရန္ ကန္ထ႐ိုက္ ရရွိျခင္းႏွင့္အတူ အျခား အခြင့္ထူးေပါင္းမ်ားစြာ ရရွိခဲ့သည္။

ယခု အထူးေဒသ (၁) ဥကၠ႒သား ဆခံုယိန္းေဆာင္၏ ကခ်င္ျပည္နယ္ ကုိယ္စားျပဳ ေဘာလံုးအသင္းမွာ ေငြေၾကးမ်ားစြာ မရွိျခင္းေၾကာင့္ ႏုိင္ငံျခားေဘာလံုးသမားမ်ားကို ငွားႏိုင္မည္မဟုတ္ဘဲ ျပည္တြင္းေဘာလံုးသမားမ်ားျဖင့္သာ ယွဥ္ၿပိဳင္မည္ဟု သိရသည္။

အဆိုပါ ဆန္းလင္းကုမၸဏီသည္ ေဖေဖာ္ဝါရီ (၄၊ ၅၊ ၆) ရက္ေန႔တုိ႔တြင္ သုဝဏၰကြင္း အမွတ္ (၂) ၌ အသင္းအတြက္ လူေရြးပဲြ က်င္းပမည္ဟု ေၾကညာထားသည္။

ျမန္မာေနရွင္နယ္လိဂ္ ၿပိဳင္ပဲြအတြက္ မူလက ကလပ္အသင္း (၈) သင္းရွိၿပီး ယခုအခါ မေနာေျမ ကလပ္အသင္း၊ ေနျပည္ေတာ္ ကိုယ္စားျပဳ ေနျပည္ေတာ္ အက္ဖ္စီကလပ္အသင္း၊ ကရင္ျပည္နယ္ ကိုယ္စားျပဳ ဇဲြကပင္ ယူႏိုက္တက္ စသည့္ (၃) သင္း ဖဲြ႔စည္းေနၿပီး စုစုေပါင္း ကလပ္အသင္း (၁၁) သင္း ရွိလာမည္ျဖစ္သည္။

ဦးေမာင္ျမင့္က “ထိုင္းႏိုင္ငံမွာေရာက္ေနတဲ့ တရားမ၀င္ျမန္မာအလုပ္သမား ေတြကို သူတို႔ရဲ႕အက်ိဳး ကာကြယ္ေစာင့္ေရွာက္ႏိုင္ဖို႔ လုပ္ေပးတာျဖစ္တယ္။ ဒါေၾကာင့္မို႔လို႔ သူတို႔အက်ိဳးယုတ္မဲ့အလုပ္ေတြကို က်ေနာ္တို႔လုပ္မွာ မဟုတ္ဘူး။ သူတို႔ရဲ႕မိဘေဆြမ်ိဳးေတြကိုလည္း ဖမ္းဆီးစရာအေၾကာင္း လည္းမရိွဘူူး။ သူတို႔အတြက္ အခြန္မေကာက္ဘူးဆိုတာကိုလည္း က်ေနာ္ေရာက္တဲ့ ေနရာတိုင္းမွာ အာမခံၿပီးသားျဖစ္တယ္” ဟု ေျပာသည္။

အဆိုပါစြပ္စြဲေျပာဆိုမႈမ်ားသည္ ေကာလာဟလသတင္းမ်ားသာျဖစ္ၿပီး လုပ္ငန္းစဥ္ေအာင္ျမင္မႈ မရရိွရန္ ကိုယ္က်ဳိးစီးပြားသမားမ်ားက ထုတ္လႊင့္ေနျခင္းျဖစ္ေၾကာင္း၊ အမွန္တကယ္ျဖစ္ပြားမႈမ်ားရိွပါက ျမန္မာသံ႐ံုး၊ ႏိုင္ငံျခားေရးဌာနႏွင့္ သက္ဆိုင္ရာဌာနမ်ားတြင္ အတိအက် တိုင္ၾကားႏိုင္သည္ဟု ၀န္ႀကီးကေျပာသည္။

လက္ကမ္းစာေစာင္မ်ားတြင္လည္း ယာယီႏိုင္ငံကူးလက္မွတ္ဗီဇာေလွ်ာက္ထားမႈကို လာမည့္ႏွစ္၊ ေဖေဖာ္၀ါရီလ (၂၈) ရက္ကို ေနာက္ဆုံးေန႔အျဖစ္ ေဖာ္ျပထားၿပီး မဲေဆာက္ၿမိဳ႕လယ္တြင္ ဖြင့္လွစ္ထားသည့္ အက်ိဳးေဆာင္လုပ္ငန္း႐ံုးမ်ားတြင္ ေလွ်ာက္ထားႏိုင္သည္ဟု ေဖာ္ျပထားသည္။

မဲေဆာက္ေစ်းအေနာက္ဘက္ရိွ အမွတ္ ၄၉/၅၅ TERMSAPPHASAN လမ္းတြင္္ ယာယီႏိုင္ငံကူးလက္မွတ္ေလွ်ာက္ထားလိုသူ ျမန္မာအလုပ္သမားမ်ားအတြက္ ၀န္ေဆာင္မႈေပးလ်က္ရိွၿပီး လက္မွတ္ရရိွရန္ စရိတ္ၿငိမ္းဘတ္ေငြ (၅,၃၀၀) ကုန္က်မည္ဟု ၀န္ထမ္းတဦးက ေျပာသည္။

ထိုင္းႏွင့္ျမန္မာႏွစ္ႏိုင္ငံ အလုပ္သမား၀န္ႀကီးဌာနမ်ား၏ သေဘာတူညီခ်က္အရ တရား၀င္ကုန္က်မည့္ေငြမွာ ျမန္မာဘက္တြင္ က်ပ္ (၃,၀၀၀) ႏွင့္ ထိုင္းဘက္တြင္ ဘတ္ေငြ (၅၀၀) ျဖစ္သည္။

ထိုင္းႏိုင္ငံအေျခစိုက္ ေရာင္ျခည္ဦးအလုပ္သမားအဖြဲ႔၏ တာ၀န္ခံ ဦးမိုးေဆြက “ဒီလက္မွတ္ရဖို႔ ဘတ္ (၅,၃၀၀) ကုန္မယ္၊ ထိုင္းမွာ အလုပ္သမားလက္မွတ္ လုပ္ထားတာက ဘတ္ (၃,၈၀၀) ကုန္ထားေတာ့ အလုပ္သမားတေယာက္ဟာ (၁) ေသာင္း နီးနီးကုန္မယ့္သေဘာရိွတယ္။ ဒီေငြကို မဲေဆာက္က အလုပ္သမားေတြ ဘယ္လိုမွ တတ္ႏိုင္မွာမဟုတ္ဘူး။ ဒီမွာရတာက တလကို အမ်ားဆံုး ဘတ္ (၂) ေထာင္ေအာက္ပဲရိွတယ္။ အလုပ္ရွင္ဘက္ကလုပ္ေပးရင္ေတာ့ ျဖစ္ႏိုင္ေျခ ရိွတယ္” ဟု ေျပာသည္။

မယ္ပအထည္ခ်ဳပ္စက္႐ံုမွ ကိုေအာင္က “ဒီေလာက္မ်ားတဲ့ေငြကို ဘယ္အလုပ္သမားမွ တတ္ႏိုင္မွမဟုတ္ဘူး။ သူေဌးက စိုက္ေပးရင္ေတာင္မွ လုပ္အားခထဲကေနပဲ ျဖတ္မွာ။ က်ေနာ္တို႔စက္႐ံုမွာဆို ဘယ္သူမွစိတ္မ၀င္စားဘူး။ အခုေတာင္ အလုပ္မရိွလို႔ မဲေဆာက္မွာ စက္႐ံုေတြ အမ်ားႀကီးပိတ္ထားရတယ္” ဟု ေျပာသည္။

ထိုင္းႏိုင္ငံတြင္ အလုပ္လုပ္ခြင့္မွတ္ပံုတင္ထားသည့္ ျမန္မာအလုပ္သမား (၁) သန္းခန္႔ရိွၿပီး လြန္ခဲ့သည့္ဇူလိုင္လမွစ၍ ျမန္မာႏိုင္ငံမွ ထုတ္ေပးသည့္ (၂) ႏွစ္သက္တမ္းရိွ ယာယီႏိုင္ငံကူးလက္မွတ္ သြားေရာက္ထုတ္ယူသူမွာ (၃) ေထာင္ခန္႔သာ ရိွသည္ဟု သိရသည္။

၂၀၁၀ ေဖေဖာ္၀ါရီလ (၂၈) ရက္ေက်ာ္လွ်င္ ေဒသတြင္းရွိ ျမန္မာအလုပ္သမားမ်ားအား တရားမ၀င္ေနထုိင္သူမ်ားအျဖစ္ ထုိင္းအာဏာပုိင္မ်ားက ဖမ္းဆီးမည္ျဖစ္သည္။

The two strongest ethnic armed ceasefire groups--- the Kachin Independence Organization (KIO) and United Wa State Army (UWSA) are gearing up to withstand a military offensive by the Burmese Army, even as two U.S. officials are to visit Burma this week, said sources' close to the two groups.

The two armed groups have had a close relationship since the 1980s. Now they are preparing to resist a military offensive after the junta's deadline to transform their armed-wings to the Burmese Army-controlled Border Guard Force expired on October 31, said the sources.

A Kachin military analyst on the Sino-Burma border told KNG today, that cross-border relations between the UWSA and Chinese military authorities have improved after the Burmese junta broke a ceasefire agreement and captured Laogai, the capital of Kokang ceasefire group also known as the Myanmar National Democratic Alliance Army (MNDAA) on August 24.

During the clashes between the junta and the rebels loyal to supreme leader Peng Jiasheng of the Kokang group from August 27 to 29, several dozen innocent Chinese citizens were killed in Laogai by Burmese troops and over 30,000 refugees fled to Chinese territory.

China has disapproved of the junta’s action on the MNDAA and the killing of dozens of Chinese citizens, according to Chinese border security forces.

According to the U.S. State Department, two U.S. officials, Kurt Campbell, Assistant Secretary of State for East Asian and Pacific Affairs, and Scot Marciel, a Deputy Assistant Secretary, are slated to visit Burma on November 3 and 4 for the first time in more than a decade.

The two U.S officials will meet opposition leader Aung San Suu Kyi and Burmese military generals. Suu Kyi, a Nobel Prize Laureate, has spent 14 of the past 20 years in some form of detention and is currently under house arrest.

A Kachin politician based in Bangkok told KNG, the U.S. officials’ visit to Burma will not yield positive results because the military supremo Snr-Gen Than Shwe has not assured free and fair elections in 2010 and the release of Suu Kyi. Her party the National League for Democracy (NLD) is yet to decide on contesting the elections. It has demanded the release of all political prisoners and a review of the new constitution.

Engagement between Burma and the U.S. has started afresh after U.S. Senator Jim Webb of Virginia met Snr-Gen Than Shwe in August. John Yettaw, an American, who was jailed for intruding into Suu Kyi’s home in Rangoon in May, was freed through Webb’s mediation.

China is concerned over the fresh engagement between Burma and the US, said sources among Chinese border authorities.

If U.S. and Burma strike a rapport, China may supply weapons to UWSA, based on the border with the country's southwest Yunnan's province, said Sino-Burma border sources.

A high ranking KIO officer told KNG today, if the Burmese junta wages war on ethnic ceasefire groups, which rejected the Burmese Army-controlled Border Guard Force proposal, including KIO and UWSA soon, the countrywide general 2010 elections may be cancelled.

အခုလာမယ့္ သီတင္းပတ္ထဲ အေမရိကန္ ႏုိင္ငံျခားေရးဌာနက အေရွ႕အာရွနဲ႔ ပစိဖိတ္ေရးရာ လက္ေထာက္ ႏုိင္ငံျခားေရး၀န္ႀကီး ကာ့တ္ ကမ္းဘဲလ္ (Kurt Campbell) ဦးေဆာင္ၿပီး အေမရိကန္ အရာရွိေတြ ျမန္မာႏုိင္ငံကုိသြားၿပီး စစ္အစုိးရနဲ႔ေရာ အတုိက္အခံနဲ႔ပါ ေတြ႕ဆုံမွာ ျဖစ္ပါတယ္။ အဲဒီလုိ အေျခအေနေၾကာင့္ ျမန္မာ့ႏုိင္ငံေရးမွာ အျပန္အလွန္ ေတြ႕ဆုံေဆြးေႏြးမႈေတြ တစုံတရာ လမ္းပြင့္သြားႏုိင္တယ္လို႔ NLD ေခါင္းေဆာင္တဦးျဖစ္တဲ့ ဦး၀င္းတင္က ယူဆပါတယ္။ အေၾကာင္းစုံကုိ ဦး၀င္းတင္နဲ႔ ဆက္သြယ္ေမးျမန္းထားတဲ့ ကုိသားၫြန္႔ဦးက တင္ျပေပးထားပါတယ္။

အေမရိကန္ အရာရွိေတြနဲ႔ အမ်ဳိးသား ဒီမုိကေရစီအဖြဲ႕ခ်ဳပ္ ေခါင္းေဆာင္ေတြ အခုလာမယ့္ ဗုဒၶဟူးေန႔ အဖြဲ႕ခ်ဳပ္ ႐ုံးခ်ဳပ္မွာပဲ ေတြ႕ဆုံဖို႔ ရွိသလို အဲဒီေန႔မွာပဲ ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔လည္း ေတြ႕မယ္လုိ႔ ယူဆရပါတယ္။ အဂၤါေန႔မွာေတာ့ လက္ေထာက္ ႏုိင္ငံျခားေရး၀န္ႀကီး ကာ့တ္ ကမ္းဘဲလ္နဲ႔ အဖြဲ႕ဟာ ေနျပည္ေတာ္မွာ အစိုးရ တာ၀န္ရွိသူေတြနဲ႔ ေတြ႕ဆုံဖုိ႔ ရွိပါတယ္။

အခုလိုမ်ဳိး အေမရိကန္ဘက္က မူ၀ါဒ အေကာင္အထည္ေဖာ္ေရး အဓိက တာ၀န္ရွိသူေတြက စစ္အစိုးရကိုေရာ၊ အတုိက္အခံကိုပါ တုိက္႐ုိက္ ေတြ႕ဆုံမႈေတြက တဆင့္ ျမန္မာ့ႏုိင္ငံေရးအတြက္ တစုံတရာ အားျဖစ္ေစမယ္လို႔ အဖြဲ႕ခ်ဳပ္ေခါင္းေဆာင္ ဦး၀င္းတင္ကေတာ့ ယူဆထားပါတယ္။

“က်ေနာ္ကေတာ့ အေကာင္းျမင္တယ္ဗ်ာ။ ဘာျဖစ္လို႔လဲဆုိေတာ့ အမွန္အတိုင္း ေျပာရရင္ ဒီစစ္အစုိးရက ကမၻာႀကီးနဲ႔ ပိတ္ေနတယ္၊ ကမၻာႀကီးနဲ႔ အဆက္ျပတ္ေနတယ္၊ ကမၻာႀကီးထဲမွာ ၀င္တိုးလို႔ မရဘူး ျဖစ္ေနတဲ့ အေနအထား။ သူတို႔တင္ ျဖစ္တာမဟုတ္ဘူး၊ က်ေနာ္တုိ႔လူေတြလည္း အကုန္လုံး ပိတ္ေနတာ။ က်ေနာ္တုိ႔နဲ႔လည္း ဘာမွ အဆက္အဆံမရွိ ဘာမရွိ ျဖစ္ေနတာ။

“အဲဒီအေနအထားကေန အခုလို ကမၻာ့ ၾသဇာရွိတဲ့ ႏုိင္ငံႀကီး တႏုိင္ငံက ေနၿပီးေတာ့ အဆင့္ျမင့္ အရာရွိေတြနဲ႔ စၿပီးေတာ့ တုိက္႐ိုက္ ထိေတြ႕ဆက္ဆံတဲ့ လုပ္ငန္းစဥ္အတုိင္း လာၿပီးေတြ႕တယ္ဆုိေတာ့ ဘာပဲေျပာေျပာ စစ္အစိုးရ အေနနဲ႔လည္း ကမၻာနဲ႔ ထိေတြ႕ခြင့္၊ ကမၻာနဲ႔ ေတြ႕ျမင္ခြင့္ရမယ္၊ သူတို႔ရဲ႕ သေဘာထားေတြ သူတုိ႔ ေျပာလုိ႔ရသလုိ အလားတူပဲ သူတို႔နဲ႔ ဆက္စပ္ၿပီးေတာ့ က်ေနာ္တို႔လုိ ႏုိင္ငံေရး အင္အားစုမ်ား၊ ႏုိင္ငံေရး အဖြဲ႕မ်ားလည္း ဒီလုိပဲ ကမၻာနဲ႔ ထိေတြ႕ဆက္ဆံခြင့္ ရလာတဲ့ အခါၾကေတာ့ က်ေနာ္တို႔အဖို႔ အမ်ားႀကီး ေကာင္းတယ္လို႔ပဲ ယူဆတယ္။ ျဖစ္တာ မျဖစ္တာကေတာ့ တပိုင္း၊ အေကာင္းျမင္တာက တပိုင္း။”

အခုအေနအထား အရေတာ့ ႏုိင္ငံေရးဘက္မွာ စစ္အစိုးရက ေရြးေကာက္ပြဲ လုပ္မယ့္ကိစၥကုိ ဦးတည္ေနေပမဲ့ အဖြဲ႕ခ်ဳပ္ကေတာ့ သူတို႔ရဲ႕ ေရႊဂုံတုိင္ ေၾကညာခ်က္ကို ကုိင္စြဲၿပီးေတာ့ ဖြဲ႕စည္းပုံထဲမွာ ဒီမုိကေရစီ နည္းမက်တဲ့ အခ်က္ေတြကို ျပင္ေရး ဦးတည္ၿပီး ေတာင္းဆုိေနတာပါ။ ဒါဟာ ႏွစ္ဘက္ရဲ႕ ကြဲလြဲခ်က္ ျဖစ္ေနပါတယ္။

အေမရိကန္ ျပည္ေထာင္စု အပါအ၀င္ ႏုိင္ငံတကာ အေနနဲ႔ေတာ့ ဒီကိစၥကို ေျဖရွင္းႏုိင္မယ္လို႔ ဦး၀င္းတင္ကေတာ့ မယူဆပါဘူး။ ဒါေပမဲ့ အေမရိကန္ ျပည္ေထာင္စုရဲ႕ အခုလက္ရွိ မူ၀ါဒ ခ်ၿပီး ေဆာင္ရြက္မႈေၾကာင့္ အတိုက္အခံနဲ႔ အစိုးရၾကားမွာ ႏွစ္ဘက္ ေတြ႕ဆုံေဆြးေႏြးေရးလမ္းေတြ ေပၚလာႏုိင္တယ္လို႔ ဦး၀င္းတင္က ေမွ်ာ္လင့္ထားပါတယ္။

စစ္အစိုးရဘက္က သူတို႔အေပၚ အေရးယူ ဒဏ္ခတ္မႈေတြကုိ ေလွ်ာ့ခ်ေရးကိစၥ ေဆြးေႏြးခ်င္သလုိပဲ သူတို႔ဘက္ကလည္း ႏုိင္ငံေရး အေျပာင္းအလဲေတြ၊ ႏုိင္ငံေရးကိစၥေတြကုိ ေတြ႕ဆုံေဆြးေႏြးခ်င္တယ္လို႔ ဆုိပါတယ္။ ဒီ ၂ ခ်က္စလုံးကုိ အေမရိကန္ရဲ႕ ျမန္မာ့အေရး မူ၀ါဒမွာ ေတြ႕ရတယ္လို႔ ဦး၀င္းတင္က ေျပာပါတယ္။

“လမ္းေပါက္ရွိတာ ဘာလဲဆုိေတာ့ ႏွစ္ဘက္ ေတြ႕ဆုံေဆြးေႏြးေရးေပါ့ဗ်ာ။ အတုိက္အခံ ဒီမုိကေရစီ အင္အားစုမ်ားနဲ႔ စစ္အစိုးရၾကားမွာ ေတြ႕ဆုံေဆြးေႏြးေရး ျဖစ္ေပၚဖို႔ပဲ။ ဒါက အေမရိကန္ အစိုးရရဲ႕ သဘာထားမွာလည္း၊ မစၥတာကမ္းဘဲလ္တို႔ရဲ႕ mission မွာလည္း ပါၿပီးသား ျဖစ္ေနတယ္။ စစ္အစိုးရနဲ႔လည္း အေမရိကန္အစိုးရ ကုိယ္စားလွယ္မ်ားနဲ႔ ေတြ႕မယ္၊ အေမရိကန္ အစုိးရ ကုိယ္စားလွယ္မ်ားနဲ႔ အတုိက္အခံ အင္အားစုမ်ားလည္း ေတြ႕မယ္၊ အတုိက္အခံ အင္အားစုမ်ားနဲ႔ စစ္အစိုးရၾကားမွာ ေတြ႕ဆုံေဆြးေႏြးေရးကိုလည္း သူတို႔ ဖန္တီး ေဖာ္ေဆာင္သြားမယ္လို႔ သူတုိ႔ရဲ႕ ရည္မွန္းခ်က္ထဲမွာ ေျပာၿပီးျဖစ္တဲ့အတြက္ အဲဒီဟာ ေပၚလာရင္ေတာ့ အေကာင္းဆုံး ျဖစ္မယ္လို႔ က်ေနာ္ မွန္းတယ္။”

ဦး၀င္းတင္အေနနဲ႔ အခုလို အေမရိကန္အစိုးရ တာ၀န္ရွိသူေတြ လာေရာက္မယ့္အေပၚ အေမရိကန္ မူ၀ါဒအရ တုိက္႐ိုက္ဆက္ဆံ ေဆာင္ရြက္သြားမယ့္ အေပၚမွာ အျပဳသေဘာ အျမင္ရွိေပမဲ့ တဘက္မွာေတာ့ တကယ္တမ္း ထင္သလုိ အေျပာင္းအလဲေတြ ျမင္ရပါ့မလားဆိုတဲ့ သံသယေတြကေတာ့ ရွိတယ္လို႔ ေျပာရမွာပါ။

“ထုံးစံအတုိင္းပဲ ႏုိင္ငံေရးမွာ စကားသံနဲ႔တင္ မၿပီးပါဘူး။ လက္ေတြ႕လုပ္ကုိင္ျခင္း၊ လက္ေတြ႕ အေကာင္အထည္ ေဖာ္ျခင္း၊ လက္ေတြ႕ ေဆာင္ရြက္ျခင္းက အေရးႀကီးပါတယ္။ အဲဒါေတြအတြက္ ျဖစ္မွ ျဖစ္ပါ့မလားလုိ႔ က်ေနာ္တုိ႔အေနနဲ႔ကေတာ့ ရင္တမမနဲ႔ေပါ့ဗ်ာ။ စုိးရိမ္ခ်က္ကေတာ့ က်ေနာ္တုိ႔မွာရွိတယ္လို႔ ေျပာခ်င္ပါတယ္။”

အခု လက္ေထာက္ ႏုိင္ငံျခားေရး၀န္ႀကီး ကာ့တ္ ကမ္းဘဲလ္ရဲ႕ ခရီးစဥ္ဟာ ၁၀ ႏွစ္ေက်ာ္ အတြင္းမွာ အေမရိကန္ဘက္က အဆင့္အျမင့္ဆုံး တာ၀န္ရွိသူ လာေရာက္တာ ျဖစ္ပါတယ္။ ၁၉၉၅ ခုႏွစ္တုန္းက အေမရိကန္ ႏုိင္ငံျခားေရး ၀န္ႀကီးေဟာင္း၊ အဲဒီတုန္းက ကုလသမဂၢဆုိင္ရာ အေမရိကန္ သံအမတ္ႀကီး မက္ဒလင္း ေအာလ္ဘ႐ိုက္ (Madeleine Albright) လာေရာက္ခဲ့ၿပီး အတုိက္အခံေခါင္းေဆာင္ ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔လည္း ေတြ႕ဆုံႏုိင္ခဲ့ပါတယ္။

ေစာေဌးေမာင္က “က်ေနာ္တို႔အဖြဲ႔ကို နယ္ျခားေစာင့္တပ္အျဖစ္ အသြင္ေျပာင္းမွာကို လက္မခံႏိုင္ဘူး။ ဗိုလ္ခ်ဳပ္တို႔အေနနဲ႔ က်ေနာ့္ကို ပစ္သတ္ခ်င္ ပစ္သတ္ႏိုင္ပါတယ္” ဟု ေဆြးေႏြးပြဲတြင္ ေျပာဆိုခဲ့သည္။

နအဖ၏အစီအမံျဖင့္ နယ္ျခားေစာင့္တပ္အျဖစ္ အသြင္ေျပာင္းမည့္ကိစၥကို ၎တို႔ရည္ရြယ္ခ်က္ႏွင့္ ေသြဖည္သည္ဟုဆိုကာ လက္မခံႏိုင္ေၾကာင္း ၿငိမ္းခ်မ္းေရးေကာင္စီအဖြဲ႔က ေၾကညာခ်က္တေစာင္ကို ယခုလ (၂၀) ရက္တြင္ ထုတ္ျပန္ခဲ့သည္။

ကရင္တပ္ဖြဲ႔၀င္မ်ားကို ျမန္မာစစ္တပ္၏ ၾသဇာခံအျဖစ္မထားလိုျခင္းမွာ ယင္းအစီအစဥ္ကို လက္ခံလိုက္ပါက ကရင္ျပည္နယ္အတြင္း ကရင္အမ်ိဳးသားခ်င္း သတ္ျဖတ္မႈမ်ားႏွင့္ အျခားအၾကမ္းဖက္မႈမ်ား ပိုမိုျဖစ္ပြားလာမည္ျဖစ္္ေၾကာင္း၊ ျမန္မာႏိုင္ငံ၏ ႏိုင္ငံေရးျပႆနာကို စစ္ေရးနည္းျဖင့္ ေျဖရွင္း၍မရဘဲ ၿငိမ္းခ်မ္းစြာေတြ႔ဆံုေဆြးေႏြးသည့္နည္းျဖင့္ အေျဖရွာသင့္ေၾကာင္း ပါရိွၿပီး ၿငိမ္းခ်မ္းေရးေကာင္စီအေနျဖင့္ ကရင့္အာဇာနည္ ေစာဘဦးႀကီး မူ (၄) ခ်က္ကို စြဲကိုင္သြားမည္ဟုလည္း ထုတ္ျပန္ခ်က္တြင္ ပါရိွသည္။

ေစာဘဦးႀကီး၏မူ (၄) ခ်က္မွာ လက္နက္ခ်စကားအလ်ဥ္းမေျပာရ၊ ကရင့္လက္နက္ ကရင့္လက္ထဲတြင္ရိွရမည္၊ ကရင့္ကံၾကမၼာ ကရင္ဖန္တီးမည္၊ ကရင္ျပည္ကိုအသိအမွတ္ျပဳျခင္း ၿပီးျပည့္စံုရမည္ စသည္တို႔ျဖစ္သည္။

တိုးတက္ေသာဗုဒၶဘာသာ ကရင္အမ်ိဳးသားတပ္မေတာ္ (ဒီေကဘီေအ)၊ ေကအန္ယူ/ေကအန္အယ္လ္ေအၿငိမ္းခ်မ္းေရး ေကာင္စီအပါအ၀င္ ကရင္အမ်ိဳးသားအစည္းအ႐ံုး (ေကအန္ယူ) မွ ခြဲထြက္ၿပီး နအဖႏွင့္ ၿငိမ္းခ်မ္းေရးျပဳလုပ္ထားသည့္ ကရင္အဖြဲ႔ (၇) ဖြဲ႔ရိွသည္။

အဆိုပါအဖြဲ႔မ်ားတြင္ နယ္ျခားေစာင့္တပ္အသြင္ေျပာင္းမည့္ ကိစၥကို ဒီေကဘီေအအဖြဲ႔က ပထမဆံုးလက္ခံခဲ့ၿပီး ၿငိမ္းခ်မ္းေရးေကာင္စီအဖြဲ႔က ပထမဆံုးျငင္းဆိုခဲ့သည္။

ၿငိမ္းခ်မ္းေရးေကာင္စီႏွင့္နီးစပ္သည့္ ေကာ့ကရိတ္ၿမိဳ႕ခံတဦးက “အေျခအေနေတြကေတာ့ ႐ႈပ္ေထြးလာႏိုင္တယ္။ အခုေတာင္ ဗိုလ္ေဌးေမာင္တို႔အဖြဲ႔ကို နည္းမ်ိဳးစံုနဲ႔ ဖိအားေပးလာတာေတြ ရိွေနၿပီ” ဟု ေျပာသည္။
ေစာေဌးေမာင္ ဦးေဆာင္သည့္အဖြဲ႔သည္ ၂၀၀၇ ခု ေဖေဖာ္၀ါရီလ၌ ေကအန္ယူမွခြဲထြက္ၿပီး နအဖႏွင့္ ၿငိမ္းခ်မ္းေရး ျပဳလုပ္ခဲ့သည္။
